Galactic Paragons
Galactic Paragons is squarely about making leaders matter. Before this expansion, most leaders were largely interchangeable aside from their base stats — Galactic Paragons adds a Council mechanic, deeper leader progression, and a set of recruitable named Paragons with their own stories.
What’s actually in it
Council roles let you assign leaders to specialized positions with unique empire-wide bonuses tied to your civics and government type. Leaders develop dynamically over their careers rather than being static once hired, and Paragons are unique, named leaders you can recruit with distinct personalities and abilities.
Who should buy this
If you enjoy the “build a cast of characters” side of grand strategy games, this is one of the better recent additions for that. If you mostly play leaders as an afterthought and care more about macro-economy or military systems, it’s a lower priority than the DLCs that touch those directly.

Is It Worth It?
If you've felt like leaders in Stellaris were mostly a background stat stick, this expansion gives them real weight. Solid pick if you want more RPG-flavored empire management; skippable if leaders have never been something you paid attention to.
