Tall builds aren’t weak, but their ceiling generally sits below top-tier expansion or war builds — a limited territory footprint creates a hard cap on total resource output that even a very efficient single planet can’t fully offset. So this is rated B: solid and stable, but not the strongest option available.

What to do early

Sustaining the advantage mid-to-late game

As a tall build moves into the mid-to-late game, prioritize ascension perks that boost per-planet output ceiling (see Ascension Perks wiki entry) over expansion-focused perks — this fits the “fewer, better” philosophy of the tall build and further widens the efficiency gap over standard empires.
